With the Work Programme 2024, the ERC is implementing adjustments to the evaluation procedure, as already announced. The primary focus of evaluation will be on the project proposal. The evaluation questions have been moderately refined, e.g. with the term "ambition" being used instead of "high risk- high gain”. Excellence remains the sole criterion. In the two-stage evaluation process for Starting, Consolidator, Advanced, and Synergy Grants, a differentiation will be introduced for the top-rated proposals in Stage 1: A - invited/ A - not invited. In Stage 2, a maximum of 44 proposals per panel will be evaluated. Budget allocation will continue to be based on the submitted proposals per panel. Proposals marked as "A not invited" will have the opportunity to reapply in the next call. The panel structure has been revised, with a new Social Sciences & Humanities panel (SH8) and descriptor adjustments in several panels.

Further changes include the introduction of a pilot scheme for lump sum funding for Advanced Grants, the re-launch of the Public Engagement with Research Award, revised restrictions on the submission of proposals, and the reduction to two cut-off dates for the Proof of Concept Call.
